The access to finance program for small water and rural electrification enterprises (CBRS) project is funded by French Development Agency (AFD) and the European Union (EU). GRET is leading on this programme, in partnership with the Artelia consultancy, See/Saw and Isea. The program is implemented across the electricity and water sector in small towns and rural areas in Cambodia, by providing access to finance for Rural Electrification Enterprises (REEs) and Small Water Entrepreneurs (SWEs) through loans by a local commercial bank Foreign Trade Bank (FTB). Access to finance is increasing opportunities of the local electricity and water entrepreneurs to expand their network and improve their services, while also increasing access to safe drinking water and reliable power supply in rural Cambodia.
One of the components of the project rests in providing resources and technical assistance to help expand access to loans for small private water providers (SWEs). An additional component provides grants to these SWEs, which can be used either to install water treatment equipment, or to extend their network to deserving poor households. Grants are disbursed from FTB, after review and validation from AFD and GRET. The third component is the distribution of information to both private water providers and investors through an online platform.
This platform is built to increase transparency and accountability in the process of grants disbursement, as well as to provide easy access to information for all stakeholder. It is holding the information on timeline and progress of the granting process, and data collected from households during all stages of granting stages.
